Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The following validation type ensures that assessments follow the principles of assessment and rules of evidence.

Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

How to Properly Conduct Assessment Tool Validation

Having reviewed the two types of validation, let’s dive into the specifics of assessment tool validation.

Timing for Conducting Assessment Tool Validation

Assessment tool validation aims to verify that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

You don’t have to wait for the next scheduled validation in your 5-year cycle. Validate new resources right away to ensure they are ready for students.

However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- update your resources
- new training products are added by you on scope
- your course includes training product updates
- when learning resources are identified as a risk during your risk assessment

ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

Starting Assessment Tool Validation: What You Need

Educational Resources

To conduct assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.

Learner/student workbook – assess its appropriateness for use as an assessment tool. Verify clear instructions and adequate answer fields. This is often a gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – may consist of checklists, registers, and templates created separately from the workbook and marking guide. Validate them to ensure they are appropriate for the assessment task and address unit requirements.

Validation Group

Clause 1.11 sets out the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs generally require all trainers and assessors to be involved, sometimes including industry experts.

Overall, your validation panel should have:

Up-to-date vocational competencies and industry skills pertinent to the unit being validated

Recent knowledge and skills in vocational teaching and learning

One of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or its updated version

Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Despite being frequently covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:

Practice Your Teachings

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Carry out each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication in accordance with service and regulatory requirements:

changing nappies

bottle preparation, feeding infants from bottles, and cleaning equipment

prepare solids and feed infants

respond appropriately to baby signs and cues

prepare babies for sleep and soothe them

monitor and promote physical exploration and gross motor skills suitable for the age

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete Compliance or Not Competent

Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item should have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions do not confuse students or assessors. For instance:

The answer may include:

Compulsory resources

Related costs

Time span of activities

Allocated duties and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.

Possible answers include, but are not limited to:

Weather conditions – work area isolation, engineering controls, PPE

Work area and ground conditions – eliminating hazards, isolating, engineering

People – isolating, engineering, administration

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Given these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” But these guarantees require waiting for an audit before rectifying noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
